How do I ensure screen readers can recognize repeated content in my Google Site for accessibility?

For users with assistive technology such as screen readers, content that repeats across several pages (such as the header and navigation) should be skippable. In general, it is good practice to give site visitors a way to bypass this with methods like skip-navigation links and element roles. Unfortunately, it is impossible to modify these areas of a Google Site from within the page editors.
